
n Florida, there are an estimated 2 million homes that are managed by home owners associations (HOA). In Doral, there are over 130 communities which are managed by HOA’s representing about 88% of the total communities, approximately 65,000 residents. Since 2017, Mayor Juan Carlos “JC” Bermudez and I have spearheaded Doral’s charge for HOA reform, to bring more transparency, accountability and efficiency to the administration of HOA’s.
After years of continued efforts, and following the horrific building collapse in Surfside, Condo and HOA reform has emerged as a pressing legislative priority throughout the state, and particularly South Florida.
Councilwoman Mariaca recently visited Tallahassee to testify at the Regulated Industries Committee of the Florida Senate, urging for support for the 2022 HOA reform bills that have introduced both in the Senate and House of Representatives. Additionally, Councilwoman Mariaca lead the Doral delegation to visit legislators to urge HOA legislative reform.

For far too long, residents have been affected by HOA mismanagement (whether intentional or not) and even criminal actions, generating a negative impact on public safety and quality of life. When HOA’s do not function, homeowners pay a heavy toll in special assessments, liens and foreclosures. Greater oversight and training for association board members are essential to curtail corruption and ensure fiscal responsibility in our communities.

IMPROVEMENTS ADDRESSING FLOODING
Public Works Department began construction of Stormwater Improvements along NW 89th Place between NW 25th – 23rd Street, and along NW 24th Terrace between NW 89th Place – 24th Terrace.
This project will be completed in approximately 150 days, will alleviate flooding in the area including new drainage systems, milling and resurfacing!

BIKE PATH IMPROVEMENTS
The bike path along NW 58th St, between 107th & 112th Ave., recently underwent improvements that included resealing and restriping.

Doral Announces Call to Artists for the Acquisition of Works of Art
Doral, FL – The City of Doral has launched a Call to Artists requesting proposals from artists for the acquisition of works of art to be installed within the City of Doral. Proposals must be submitted prior to the deadline on December 8, 2021, at 5:00 p.m. to Elizabeth.Alvarez@cityofdoral.com. Selected works of art will not exceed $300,000 and will be installed in the City during Summer 2022.
The goal of the Call to Artists is to foster community pride and convey the sense of the Doral community through public art. The art should reflect the neighborhood and the City’s identity as the “premier place to live, work, learn and play”. It is also encouraged that proposed art highlight the components that make “Doral Shine”, such as sense a of family, unity, peace, and multiculturalism. Possible opportunities for public art include, but are not limited to sculptures, lighting features, fountains, and monuments.
This Call to Artists is part of the City’s Public Arts Program (Ordinance No. 2015-09) that aims to create a stimulating cultural environment that reflects and enhances the City’s heritage, diversity, quality of life, and character through public artworks integrated in the architecture, infrastructure, and landscape of our city.

Mayor and Council awarded a bid for an investment of $675,000 to improve lighting at Trails & Tails Park. The work will be done in the months to come, before the time change in the Winter. In order for the program to efficiently work, we would need to collect addresses and some basic information for individuals with special needs who live in our city. Our officers will be able to access this vital information in the event of any emergency or call for service at the individual’s home. This will benefit families and officers by reducing the possibility of misunderstandings or unnecessary stress for children and adults with disabilities when they come in contact with first responders such as police and fire rescue.
Participating in this registry is strictly voluntary, and all information will be kept confidential. You must live within the Doral city limits in order to register.
If you have a child or loved one at home with a disability that affects their method of communication and/or ability to understand and follow verbal instructions, we urge you to register for this program and provide our officers with information that can help us, help you keep your family safe.

How to Protect Yourself When Going Out
Wear a mask that covers your nose and mouth to help protect yourself and others. Masks offer some protection to you and may protect those around you if you are unknowingly infected with the virus that causes COVID-19.
Choose a mask with two or more layers of washable, breathable fabric that fits snugly against the sides of your face.
- Stay 6 feet apart and avoid crowds.
- The more people you are in contact with, the more likely you are to be exposed to COVID-19.
- Avoid indoor spaces as much as possible, particularly ones that aren’t well ventilated.
- You may find it harder to stay 6 feet apart in indoor spaces.
- Wash your hands often.
Use soap and water for 20 seconds, especially after you have been in a public place or hand sanitizer if soap and water aren’t available.
What to Do If You’re Sick
Stay home except to get medical care. Most people with COVID-19 have mild illness and recover at home without medical care.
Isolate yourself from other members of your family to prevent spread to them and the people that they may have contact with, like grandparents.
If you have to leave isolation, wear a mask, stay 6 feet apart from others, wash your hands frequently, and clean all touched surfaces.
Even if you don’t feel sick, you can spread COVID-19 to others. Be sure that you protect everyone as though they are the most fragile person in your family.
Get care immediately if you are having emergency warning signs, like trouble breathing, pain or pressure in chest.

What is the difference between Influenza (Flu) and COVID-19?
Influenza (Flu) and COVID-19 are both contagious respiratory illnesses, but they are caused by different viruses. COVID-19 is caused by infection with a new coronavirus (called SARS-CoV-2) and flu is caused by infection with influenza viruses.
There are some key differences between flu and COVID-19. COVID-19 seems to spread more easily than flu and causes more serious illnesses in some people. It can also take longer before people show symptoms and people can be contagious for longer. Another important difference is there is a vaccine to protect against flu. There is currently a limited supply of COVID-19 vaccine in the United States, but supply will increase in the weeks and months to come. Because some of the symptoms of flu and COVID-19 are similar, it may be hard to tell the difference between them based on symptoms alone, and testing may be needed to help confirm a diagnosis. Flu and COVID-19 share many characteristics, but there are some key differences between the two.

ODOR CONTROL UPDATE: Waste Management Agrees to Implement Additional Measures to Limit Odors
On July 5, 2019 the Florida Department of Environmental Protection (FDEP) published a Notice of Proposed Agency Action to approve a permit application to allow for a vertical expansion of the Landfill located in the Town of Medley. The City of Doral promptly filed an appeal with FDEP requesting them to deny the Permit Modification. From September 2019 through June 2020, City staff met with Waste Management to resolve the issues relating to the City’s challenge of permit for vertical expansion of the Medley Landfill.
The City has entered into a Settlement Agreement that focused on having Waste Management implement additional measures to limit odors. They include:
- Purchase of an additional 5,000 cubic square foot per minute landfill gas flare to expand and maintain the gas collection and management system at the site
- Installation of 10-12 addition landfill gas collection wells and 10,000 additional feet of gas collection piping to further ensure the complete collection, transmission and destruction of gas
- Installation of new vapor-based odor control system targeting Southwest corner of the Landfill facing Doral
- Expansion of the existing mobile odor neutralizing system to include two Working Face Misting cannons to neutralize any potential odors
In addition to the installation of equipment and systems designed to capture and neutralize odors, Waste Management will limit the acceptance of specific types of waste identified in the Settlement Agreement which generate particularly offensive odors to further minimize the potential for odors generated from waste discharged into the landfill.
The environmental testing conducted by environmental consultants hired by the City revealed that the levels of constituents in the groundwater are not contributing factors to the odors noted in the City. Contaminant levels were all well below state regulations and do not exhibit evidence of being a health issue for the community.
Additional environmental sampling is ongoing with a focus on the Covanta Recycling Facility. El 5 de julio de 2019, el Departamento de Protección Ambiental de Florida (FDEP) publicó un Aviso de Acción Propuesta de la Agencia para aprobar una solicitud de permiso para permitir una expansión vertical del Relleno Sanitario ubicado en la Ciudad de Medley. La ciudad de Doral presentó rápidamente una apelación ante el FDEP solicitándoles que denegaran la modificación del permiso. Desde septiembre de 2019 hasta junio de 2020, el personal de la Ciudad se reunió con Waste Management para resolver los problemas relacionados con el desafío de la Ciudad del permiso para la expansión vertical del Relleno Sanitario Medley.
La Ciudad ha entrado un Acuerdo de conciliación que se centró en que Waste Management implementara medidas adicionales para limitar los olores. Incluyen:
- Compra de una antorcha de gas de relleno sanitario adicional de 5,000 pies cuadrados por minuto para expandir y mantener el sistema de recolección y manejo de gas en el sitio
- Instalación de 10-12 pozos de recolección de gas de relleno sanitario adicionales y 10,000 pies adicionales de tubería de recolección de gas para asegurar aún más la recolección, transmisión y destrucción completa del gas.

- Ampliación del sistema de neutralización de olores móvil existente para incluir dos cañones de nebulización de cara de trabajo para neutralizar cualquier olor potencial
Además de la instalación de equipos y sistemas diseñados para capturar y neutralizar olores, Waste Management limitará la aceptación de tipos específicos de desechos identificados en el Acuerdo de conciliación que generan olores particularmente ofensivos para minimizar aún más el potencial de olores generados a partir de desechos vertidos en el relleno sanitario.
Las pruebas ambientales realizadas por consultores ambientales contratados por la Ciudad revelaron que los niveles de componentes en el agua subterránea no son factores que contribuyan a los olores notados en la Ciudad. Los niveles de contaminantes estaban muy por debajo de las regulaciones estatales y no muestran evidencia de ser un problema de salud para la comunidad.
